VANAMATI ,Nagpur
Respected Madam,
We are happy to inform you that in accordance with the guidance from Hon’ble Secretary, Animal Husbandry Maharashtra State, a Training for the field veterinarians titled, “Advance Training programme on Wildlife Health, Disease management and Conservation” is being organized at VANAMATI, Nagpur Maharashtra from the 10th January 2011- 15th January 2011.
The principal objective of the said training is to enlighten the field veterinarians of AH department on management of health and disease diagnosis of wild animals and birds and enabling them with the effective and efficient usage of technologies for control of diseases in animals and birds. It is also envisaged to provide them an orientation about the various measures that should be taken so as to develop appropriate strategy to deal with the challenges arising in the wild.
With a view to guide our participants we request you to deliver a session of about two hour on the subject titled, “SUSTAINABLE WILDLIFE STRATEGIES” on date 10 th Jan 2011 at time 11.30 hrs – 13.30hrs. in the training.
It would be our pleasure if we get the confirmation from you well in advance preferably on before 15th December 2010. The training handouts preferably in MS Word format in font size 12 can be submitted before 30th Dec.2010 so that the same may be circulated to participants. We have very good training facilities equipped with AV aids, LCD projector etc… for the convenience of the faculty member.
We request you to kindly inform regarding your travelling plan along with the confirmation.
Your cooperation is therefore highly solicited for the successful conduct of the workshop.

लीना मेहेंदळे यांचा लेख वाचला. लेखिकेने व्यक्त केलेले विचार अत्यंत योग्य आहेत. घोटाळ्याअंतर्गत झालेले विविध खटले एकाच वेळी न्यायप्रविष्ट करून एकाच न्यायालयात चालविण्यात खूप वेळ वाया जातो. त्यापेक्षाही दुदैर्वाची बाब म्हणजे '' घोटाळे करा , पैसे कमवा , उडवून मौज-मजा करा. दहा-बारा वषेर् खटला चालवून थोडीफार (झालीच तर) शिक्षा भोगा '' हा मेसेज समाजात जातो. त्यामुळे कायद्याची जरब बसत नाही. सुप्तावस्थेतील गुन्हेगार प्रोत्साहित होतात.

कायद्यातील त्रुटी आणि पळवाटा यांचा फायदा घेऊन आरोपी नेहेमीच तुरुंगाबाहेर राहतात. सर्वसामान्य नागरिक एखाद्या महिन्यानंतर असे घोटाळे विसरत जातो ; कारण त्या दरम्यान एखादा नवीनच घोटाळा वर्तमानपत्रातून झळकलेला असतो.

तेव्हा प्रत्येक प्रकरण ताबडतोब न्यायालयात प्रविष्ट करून तो खटला निकालात काढावा आणि शिक्षा होईल , असे लवकरात लवकर करावे. असे जर होत नसेल तर या संदर्भात एखादी जनहित याचिका दाखल करता येते का हे पाहावे.

भांडारकर संस्थेवर महिलांचे राज्य

भांडारकर प्राच्य विद्या संशोधन संस्थेच्या मानद सचिवपदी डॉ. सरोजा भाटे निवडून आल्या असून त्यांच्यासह एकंदर आठ महिलांना कार्यकारिणीवर स्थान मिळाले आहे. त्यामध्ये नियामक मंडळाच्या अध्यक्षपदी राज्य सरकारच्या सामान्य प्रशासन विभागाच्या लीना मेहेंदळे आणि संस्थेच्या उपाध्यक्षपदी डॉ. लीला अर्जुनवाडकर यांचा समावेश आहे.

संस्थेचे मावळते मानद सचिव डॉ. मो. गो. धडफळे यांना १०, तर भाटे यांना १३ मते मिळाली. संस्थेच्या नियामक मंडळाच्या अध्यक्षपदी मेहेंदळे यांना १३; तर त्यांचे प्रतिस्पधीर् डॉ. दीपक टिळक यांना १० मते पडली. राज्य सरकारच्या प्रतिनिधी म्हणून मेहंंेदळे यांची निवड प्रथमच होत आहे.

याशिवाय संस्थेच्या कार्यकारी मंडळाच्या पाच जागांवर डॉ. मैत्रेयी देशपांडे, डॉ. शोभना गोखले, प्रा. कल्याणी नामजोशी यांच्यासह डॉ. शि. द. शिंदे, डॉ. प्रमोद लाळे यांची निवड झाली. भांडारकरवर 'रमाराज्य' निर्माण झाल्याची गमतीदार प्रतिक्रिया संस्थेचे माजी कोषाध्यक्ष आणि नियामक मंडळाचे विद्यमान उपाध्यक्ष डॉ. वसंतराव गाडगीळ यांनी व्यक्त केली. महिलांचे प्रमाण वाढल्यामुळे संस्थेतील थांबलेली कामे मागीर् लागतील, असा विश्वास त्यांनी व्यक्त केला.

संस्थेच्या विश्वस्तपदी भगवानराव देशमुख तसेच डॉ. म. के. ढवळीकर यांच्याही बिनविरोध नेमणुका पुन्हा एकदा झाल्या. कोषाध्यक्षपदी डॉ. गो. त्र्यं. पानसे यांची निवड झाली, तर संस्थेच्या अध्यक्षपदी अॅडव्होकेट सदानंद उर्फ नंदू फडके यांची निवड झाली.

अनीस अहमद यांची केस सोनिया दरबारी

दुग्धविकास विभागाचे मंत्री अनीस अहमद आणि प्रधान सचिव यांच्यातल्या हेवेदाव्यांची परंपरा कायम आहे. उत्तम खोब्रागडे यांच्यानंतर आता दुग्धविकास खात्याच्या प्रधान सचिव पदी आलेल्या लीना मेहेंदळे यांच्यातला वाद विकोपाला गेलाय. विभागातल्या अधिकाऱ्यांशी अनीस अहमद यांचे वर्तन अत्यंत असभ्यपणाचे असून त्यांची भाषा अत्यंत शिवराळ असते, अशा आशयाची तक्रार यापूवीर्च राज्यपाल आणि मुख्यमंत्र्यांकडे गेली आहे. परंतु इथे हा विषय थांबेल अशी अजिबात शक्यता नसून हे प्रकरण आता थेट सोनिया दरबारी जाणार अशी चिन्हं आहेत.

उत्तम खोब्रागडे दुग्धविकास खात्याच्या प्रधान सचिवपदी असताना मंत्री अनिस अहमद यांच्याशी त्यांचे संबंध विकोपाला गेले होते. अनिस अहमद यांनी खोब्रागडे आपले आदेश ऐकत नाहीत, अशी तक्रार थेट प्रधान सचिवांपर्यंत केली होती. दुग्धविकास विभागाच्या प्रधान सचिवपदावरून खोब्रागडे यांची बदली होईपर्यंत हा वाद कायम होता. त्यांच्या जागी लीना मेहेंदळे यांची नियक्ती झाल्यानंतर हा प्रकार थांबेल, अशी शक्यता वाटत होती. परंतु पुन्हा त्याच प्रकाराची पुनरावृत्ती होऊ लागली.

नियमात न बसणारी कामं करण्यासाठी अनिस अहमद दबाव आणतात आणि ती काम ऐकली नाही, की अधिकाऱ्यांशी अत्यंत शिवराळ भाषेत बोलतात अशा तक्रारी त्यांच्याबद्दल होऊ लागल्या. महिला अधिकारी या प्रकारामुळे जास्त हादरल्या आहेत. याबाबत राज्यपाल एस.एम. कृष्णा आणि मुख्यमंत्री विलासराव देशमुख यांच्यापर्यंत तक्रारी गेल्या. पण यानंतरही अहमद यांच्या वर्तनात काडीचाही फरक पडला नसल्याचं अधिकाऱ्यांचं म्हणणं आहे. या प्रकरणाचा सोक्षमोक्ष लावण्याचा निर्णय आता दुग्धविकास विभागाच्या अधिकाऱ्यांनी घेतला आहे. अनिस अहमद यांनी आपली वर्तणूक न सुधारल्यास त्यांच्याविरोधात काँग्रेस अध्यक्षा सोनिया गांधी यांच्याकडे दाद मागण्याचा निर्णय त्यांनी घेतला आहे. महत्त्वाच्या कामासाठी दिल्लीत असलेल्या लीना मेहेंदळे यांच्याशी याबाबत संपर्क साधला असता त्या म्हणाल्या, की दुग्धविकास विभागच्या मंत्र्यांकडून अधिकाऱ्यांना मिळणारी अपमानास्पद वागणूक ही गंभीर बाब आहे. हा विषय धसास लावण्यासाठी जिथपर्यंत शक्य आहे तिथपर्यंत जाण्याची आमची तयारी आहे.

याप्रकरणी अनिस अहमद यांच्याशी संपर्क साधण्याचा प्रयत्न केला, परंतु ते उपलब्ध होऊ शकले नाहीत.
